The New Zealand–India Free Trade Agreement (FTA) enters into force on **Tuesday, 20 October 2026**. From that date, New Zealand removes tariffs on all goods of Indian origin, provided the rules of origin and consignment requirements are met.
This is a meaningful cost opportunity for importers of Indian products. However, duty-free treatment is not automatic. It depends on correct documentation and on how the goods are shipped.
## What's changing
- The FTA was signed in New Delhi on 27 April 2026 and ratified by both governments in September 2026.
- From 20 October 2026, New Zealand eliminates tariffs on all tariff lines for qualifying Indian-origin goods.
- GST and other border charges still apply. The FTA removes customs duty only.
## Who this affects
- **NZ importers** buying from Indian suppliers, particularly in categories that currently attract duty.
- **Procurement teams** reviewing landed costs and supplier sourcing.
- **NZ exporters** to India, who will see tariff reductions on eligible products. Check the product-specific schedule for your goods.
## Proof of origin
To claim zero duty, you need valid proof that the goods originate in India. The agreement allows two forms:
- **Certificate of Origin:** issued by an authorised body in India.
- **Origin Declaration:** a self-declaration made on the commercial documents. Only Indian exporters who hold approved exporter or status holder recognition can use this option.
Confirm with your supplier now which option they will use. If they are not an approved exporter, they will need to arrange a Certificate of Origin.
Keep in mind that goods must *originate* in India, not simply be shipped from India. Goods produced elsewhere and dispatched through Indian ports do not qualify.
## Transhipment and direct consignment
Direct shipments on a through bill of lading are the simplest way to secure preference. Transhipment through a third country, such as Singapore, Malaysia or Australia, is permitted if:
- the goods undergo no further processing or manufacturing in the intermediate country;
- only unloading, reloading, storage, repacking or operations to preserve the goods take place; and
- the goods remain under customs control throughout.
NZ Customs may ask for evidence the goods were not altered in transit. This could be a through bill of lading or a non-manipulation certificate from the transit country's customs authority.
## What to do now
1. **Review your Indian supply base.** Identify products currently attracting duty and estimate the savings.
2. **Brief your suppliers.** Confirm they can provide valid proof of origin from 20 October 2026.
3. **Check your routing.** Where possible, use through bills of lading. For transhipped cargo, confirm the transit arrangements meet the customs-control requirement.
4. **Plan shipments near the start date.** If cargo arrives close to 20 October, speak to your customs broker about entry timing.
5. **Keep complete records.** Retain proof of origin and supporting transport documents in case NZ Customs audits the claim.
