Transitional Period Ending – Khapra Beetle Treatment and Phytosanitary Requirements
The Department of Agriculture, Fisheries and Forestry (DAFF) has confirmed that the transitional period for updated khapra beetle phytosanitary and treatment requirements will end on 12 November 2025.
After this date, all plant product consignments—including rice, beans, lentils, dried chilli, cumin, and coriander seed—must fully comply with the revised conditions set out in Import Industry Advice Notice (IIAN) 381-2025.

Biosecurity Industry Participants and Approved Arrangement Class 19 accredited persons
What’s Changing
The updated requirements (first introduced in IIAN 165-2025) include:

Revised declarations for gas-permeable packaging.

A new NPPO supervision requirement and declaration for treatments completed by providers listed as under review, suspended, withdrawn, or unacceptable on DAFF’s treatment provider lists.
Transitional Period Ending 12 November 2025

From 12 November 2025, any consignment that has not cleared Australian Border controls must comply fully with the new phytosanitary and treatment documentation standards.

Non-compliant consignments will be directed for remedial action, which may include onshore treatment, re-export, or destruction.
In-Transit Policy
If a treatment provider’s registration status changes while goods are in transit:

Goods: Certificates issued after a provider’s suspension date are invalid and goods may be exported or destroyed.

Containers: Certificates issued after a provider’s suspension date are invalid and containers will require onshore treatment before release.

When both apply, the container will be treated first, followed by management of the goods.
Import Permits
Import permits affected by these changes will be varied automatically (no cost to importers). Affected permit holders will be contacted by DAFF before 12 November 2025.
